Pen Tablet or Mouse? Either.
Time it Takes; Hour or so to start with, once you become more familiar a lot less, about 15.

Things to know;
~Know where your light source is!
~Experiment with shades.
~BURN AND DODGE ARE YOUR FRIENDS
~USE YOUR LAYERS, you have them, abuse them >:
~Group your layers! (Ctrl + G) It saves ALOT of time!

I don't but black hair is no different to coloured hair it's just a very dark and unsaturated version :) just use greys and unsaturated colours :)

Thank you so much! this is the only tutorial that actually helped me! the other ones I've read were "you can do this and shade in this direction and blah!... BUT you have to have the same drawing skills as me so you don't know what I'm talking about and I'm complex, blah!" :P

I dont knwo what half the stuff on Photoshop does, is tehre a tutorial or did you just experiment? ;-;
